Did you bet your money at 40$? It's on the right bottom side on the wheel of fortune table, If you bid them and if your spins end on STAR then you win the vehicle otherwise if you bid something else like 1$, 10$, etc then you won't win it, You'll win the prize when you have bid the same option.
