I had this issue too, there are likely some corrupted files in your gta folder causing the game to stutter, keep changing your gta until you find the right one. If the issue still persists it could be due to your internet or hardware limitations.

Hey,
It seems like you're experiencing small freezes, I recommend using these files: GTA SA Files
In any case, I recommend that before replacing the files, delete gta_sa.set.
Make sure you backup it before you do that.
