I think that having 3 or more administrators can resolve this situation.

Admin activity is very low.
I think that to solve these problems root.
Should put a detector cores on the server. And expel players from the server automatically.
In that case no longer be necessary to worry so much.
I'm active all the time and already made several reports about this.
