I had the the same issue for days, and i couldn't fix it, even after updating/reinstalling my game, so if anyone have any solution, post it here.

Hello ROSENBERG7 I haven't personally come across this issue but I would suggest the following steps: In-Game Settings: - Set resolution to 1280x720. - Ensure V-Sync is turned off. - Texture Quality set it to Normal. - Shader Quality set it to Normal. - Shadow Quality either Normal or Low. - Reflection Quality set it to Low. - Water Quality set it to Normal. - Particles Quality set it to Normal. - Grass Quality set it to Low. - Soft Shadows set it to Soft. - Post FX set it to Normal. - Anisotropic Filtering set it to Off. - Ambient Occlusion set it to Off. - Tessellation set it to Off. FiveM Settings: - Extended Texture Budget Set it to 14 ticks. Also While you are in the server, open the f8 menu, type the command `game_useSynchronousAudio true`, and press Enter, This command uncaps your FPS and helps reduce stutters and lag. Close the unnecessary programs that run in the background such as processes of Google chrome (if you have it installed) Make sure your FiveM and GTAV are installed on the same partition, remember that these are just suggestions, but I hope they will be helpful.

Hello ROSENBERG and Adm.Nermo it appears that this issue is commonly known within the GTAV community, however there are some workarounds to this problem, it is basically assumed that the game engine is causing these stutters which is discussed to be because of a memory leak or what I like to call it, Operation Rockstar: Aggressive Memory Allocation, It is hard to determine the real cause of these.. infamous phenomenon, just getting straight to it(I'm not a R* Dev and I'm not certainly Houdini this may work and also might not work) Nvidia for those with Nvidia graphic cards, simply open your Nvidia control panel and.. Change these settings for gta5.exe through Nvidia Control Panel: - Maximum pre-rendered frames: 1 - Multi-display/mixed-GPU acceleration: Single display performance mode - Power management mode: Prefer maximum performance - Shader Cache: On - Threaded optimization: On - Triple buffering: On - Vertical sync: Adaptive - Shadowplay: Off This pretty much stopped stuttering in 90% of cases, also set Mouse input in-game to Raw / Direct, your preference, turn off Auto-scanning in Audio in-game settings. As for AMD users.. I really wish I can help but most the things and discussions I read result to quarrels, misinformation and people who have no idea what they're saying.. you can open your Steam and validate the game's file..

I saw plenty of people recommending to just.. upgrade your drivers, buy more ram, get a new hardware as one didn't do that already, I cannot promise that it'll work as 8GB of RAM is far enough to run your GTA V and maintain a voice call in Discord, R* support help desk is run by morons that suggest that you should Plug and Unplug your PC, pour some gasoline into your pc and light it on fire, that will fix your problem, I'll keep you updated with more info on how to find a solution in your dm's, it's basically not your fault
