Hi, everything is explained in the link given above. It's a problem from the host side which requires a new IP to be fixed and niCe also stated that it may take sometime to fix it as well. And NO it's not forever, you'll still be able to play after it's fixed.

Hello there mate, this is completely your fault because exchanging/trading vehicles or cars is strictly forbidden on the servers. Rule 12 reads "It is not permitted to lend money to other players, exchange vehicles or houses, dividing lottery prizes, play dices with wagers over allowed limits and sell items on behalf of other players." If a new player, who has less than 100 hours of gaming time, loses something because of their own fault, we might refund them in some cases. In this case, new players can only be refunded once. In all other cases, we will NOT issue the refunds."

I think the servers should expand their ways of purchasing items on the web, like for instance the google play cards, or even certain redeemable vouchers/codes, that doesn't need you to involve your CREDITCARD/MASTERCARD/VISA, that can be bought from certain retailers like Tesco Stores CR, Penny Market, Lidl, Pick N Pay and many more.

Hello Try these few steps, I'm sure they will help you out. Re-install samp then go to where GTA San Andreas user files located in Documents and delete it completely. After that add the server address again then join and see if it is fixed. Then go to this page and choose the server you want to join, then click connect and it will connect to it. Make sure you add the server to favorites so they are on your server list.

Hello It's due to your internet connection and when your packet loss is high you get a timeout but the server doesn't notice it and it thinks your name is already in use or it could be that another player has the same name as you. For instance, if you attempt to join as T3rror1st and there is already a player with the nickname T3RROR1ST, you will end up getting this error while connecting to the server. If you fix your internet connection or use a different nickname, I believe it should be fixed. You could also check out this blog, you might find it helpful

If you don't have cheats installed, you have absolutely no reason to worry about these kicks, as they are caused by your connection being weak, or you actually cheating.
