I don't think this is a server-sided problem.This is a known SAMP client issue. Anyways, have you tried running gta_sa.exe and samp.exe in compatibility mode (Windows XP)? Some players have claimed that this method helped them with this issue. or Give open.mp client a try if you haven't already. It might be helpful.

New feature request: Introduce a new option to vote against the players who registered for election. Given the continuous rise in corruption and limo farming by congressmen, maybe it's time to add a "NONE" option in /vote during elections. Players shall be able to vote for NONE if they don't like any of the players listed for election. (Electing no one is better then electing some crooked player) If NONE secures the highest amount of votes by the end of the day, the election should yield no outcome. (Some extra restrictions can also be added like, If NONE secures the maximum amount of votes, listed players should not be able to register for election for the next few days)

Sounds like your GPU is throttling for some reason.
Your GPU is overheating which is causing this throttling, I guess. Cleaning your laptop from the inside might help.
If cleaning doesn't help then maybe it's time for you to change the thermal paste. I believe that re-pasting might fix your issue.

By the way, when was the last time you had your thermal paste changed?
