I actually get this error too, and it gets solved after closing the crash tab and trying to join again for a few times. But you can try one of these methods:

1) Open Task Manager > Processes and end gta_sa.exe task
2) Change the compatibility mode
3) Run the game as an administrator

and by the way, do you have a cracked version of the game or original?
